Particularly the grass root level administration needs such facilities. The predominantly rural nature of northeast emphasizes the need to bring about a sustainable development of the rural areas and its people, in order to cope up with other developed parts of India. However, despite the best efforts, rural areas have not been able to keep pace with its urban counterpart.
